Software to reconfigure a mouse/keyboard key

So I bought a Scythe two-pedal USB foot pedal set, and it seems very nice from a mechanical standpoint, but the software is just... bad. It came burned on a blank CDR like you'd copy MP3s onto and the software refuses to work. I downloaded software off of their site and that doesn't work either.

Right now the pedals send the keys '1' and '2' to the computer. I've tried SharpKeys, but it wants to reconfigure all '1' keys (keyboard and pedals) to something else. Does anyone know of any kind of software that can reassign buttons from a device to other stuff, or am I going to have to write it myself?

I'll take a registry hack if that will do it.
 
Thanks for the link, but unfortunately that just does the same thing as SharpKeys. I'd need something that works on the device level, I think.
