Software to prevent users from change network settings

Are there any software / program that enables me to deny users from changing the IP address and DNS servers ? on Windows 7 machines

i know that you can do this via group policy editor and logged on as a standard user... but there are some restrictions on a standard users

I just want to block them from changing the IP and dns settings
