Software to "photoshop" a video? (preferrably free)

I've been googling for about half an hour, and still not sure what software to use for this.

Say I have a video of someone talking/moving around. Say I want to replace their head with something else, like a cat head. The person moves around, so the cat head has to also move around to follow where their body goes. Ideally I'd also be able to voiceover the original audio. What software is used to create this? (and would it work whether the cat's head is a static image, or if the cat's head is also animated).
(I don't actually want to do my example, but its a good example of what I'm talking about).

I see videos on youtube like this all the time, where they take a video and alter it to do something else. I have no idea what program to use, whether its a $$ one or a free one. Or if multiple programs are needed to do it. I see so many lame videos like this on youtube, I'm assuming it can't be that difficult.
 
Figured I'd bump my 1.5 year old thread, as I saw it in my post history and I still never figured out what software they do it with! 😛
