You need to disable ULPS. It can be done with a registry edit. Also you can just use Sapphire Trixx which has the option to disable ULPS and will overclock as high as you want without having to search for an EULA every time that you install, edit an ini, and time out. Plus the author doesn't treat the users of his software like a burden.
