Software to enhance passwords of other software?

Is there any software (or a recommended solution through Windows) that could help enforce password security for specific software?

To further clarify, say I have a program that only requires 4 letters for a password and doesn't prompt a user to change passwords every 60 days. Is there a software that can enhance this security?

I already have Windows password complexity on, and an automatic lockout after 20 minutes of inactivity, but the auditors want more...
 
Short Answer: Mostly like not

What software is it?

Password management is usually controlled by the application itself and is not globally editable. The exceptions are if this software supports pluggable authentication or fetches its settings from group policy, which I doubt it does.
 
Contact ADP and see what they say, if they rolled their own authentication piece then you're at their mercy.
