Software to crop a picture.

I have a picture that is 2816 x 2112 but I need to have it 1920 x 1200. I don't want to resize it. Is there a program that will show me a 1920 x 1200 "window" so that I can drag it around and select what I want to crop?

I know I can just drag a window around it in Irfanview, etc. and crop it blindly but I'd rather have the option of the 1920 x 1200 window being fixed so I can move it around the picture.
 
I have used IrfanView for years and love it, but I also now use FastStone Viewer on a daily basis, it's a little more straightforward and has a lot of workflow type features, well worth checking out. Free as well. Open image in FastStone Viewer, move mouse to left side of screen to view popup window with common tools, choose crop, set window size, manipulate to final frame, click o.k., save.
 
With Irfanview, select the part of the pic you want with the mouse pointer. Look at the bottom to see the dimensions in pixels of the selected part. Then go into the menus at the top and select Crop Selection

Voilà!
 
thanks to both of you. I never knew irfanview could do that. It's not as easy as I'd like but I like that it can do that.
