Software to create "zoomed" version of video

HI there:
Could somebody help me out with a particular video editing problem? Two weeks ago a friend of mine taped one of his live concert performance but he set the capturing aspect/focus wrong and we can barely figure out the musicians on stage. Is there any software ( editing/re-authoring ) that would allow us to "ZOOM IN" on the stage and construct a "zoomed" version of the taped video of the concert? SOme Adobe or Pinnacle package?

I know Premiere Pro can do it. Premiere Elements as well probably, resizing the video is a rather basic task.
