software to convert kbps for mp3s

I'd like to convert my mp3 files to lower kbps and I've been looking for a free 'converter' out there, but I can't seem to find one. Do you guys have any recommendations?

I use CDex and LAME with it. It has a batch conversion feature if you wish to resample, but when you resample an MP3 you will lose more quality than if you reripped it from the original CD at a lower bit-rate.
 
why are you doing this? as said, its like photocopying a photocopy, best avoided if possible. razor lame might do it, i'm not sure. i know it does wav files😛
 
well, i have some mp3 books that are encoded at 192, but i can take them down to 64 to save on space since i dont need the quality as is just a narration.
 
With existing MP3 files, should I want to do that, I would use RazorLAME. Select the files, then select the new MP3 settings and let it do its thing.
