Software to control the speed of a cd-rom?

I have a laptop that has a 24x cd-rom and when it searches for files, it whirls up like crazy which is a problem in the library. Is there a program that can control the cd-rom to run at a specific speed, such as 2x or 4x so it won't make too much noise? This would be for windows 2000. Thanks!

 
check in your bios, sometimes there is an option between "performance" nad "variable speed" for the cdrom, which controls how fast the CD would spin, change it to variable and that should reduce the noise and increase your battery life as well, only difference might be slightly slower transfers 🙂
