Software that draws always-on-top black frame

I've been trying to play Deus Ex Human Revolution in windowed mode, which it doesn't natively support. I need this because my HD4770 can't run it at my 27" LCD's 1920x1080 resolution at decent detail and frame rate, but lowering resolution in fullscren causes ugliness aplenty. I'm going to buy a better video card soon, but in the meantime I need windowed.

Presently, I use DXWnd to force it windowed, then Autohotkey to remove the titlebar and borders, then ACDSee to display a full-screen black png, then Taskbar Eliminator to remove the taskbar which would otherwise show a white line on the top of the screen, and finally Actual Window Manager to center the game window. Oh, and a transparent mouse cursor that I have to change every time, otherwise it shows outside the DXHR window whenever I move it a lot and distracts me. I'm sure I don't have to explain to you why all of this is very annoying, even after scripting it so everything more or less starts up seamlessly.

What I need is something that'll display an always-on-top black frame (of configurable width) that doesn't steal the controls, and with the center transparent to whatever is below it. This way all I have to do is start the DXHR window centered, and configure the frame so it sits on top of everything below the game window itself, from the borders onward.

Surely someone's made such a basic program? I'd make it myself if I knew anything at all about programming, but sadly I don't...
 
Check the drivers. I don't use ATI, but look for a setting that turns off scaling. That'll letterbox the image in the display, and look just as good as native, but smaller.
