Software that can copy one HDD & boot sector to another?

I need a link to a program (free) that can copy one HDD & its boot sector to another new unformatted one with an NTFS file system using just a boot disk as I can't get into windows. Plus Can anybody help me out with this? Thanks,
 
ERD[=Emergency repair disk. Question...why cant you get into windows? Is there a problem with the windows installation..is it corrupted? What are you trying to do?
You can install Windows onto the new drive and then transfer the data from the other drive to the new one...
