Whats up?

I was wondering if there is a way to restrict certien softwares that are already installed to a specific account (or group). If I could set an account with specific application (e.g. music studio softwares) and another account with office and the rest of the programs. I'm tired with people messing around with my work so I want to restriect them from using some programs.
