Software recommendation for pictures

Hello.

I am working on a library of pictures. There will likely be about 1000. I was interested in doing the project with a little style beyond just a Windows picture library file folder. Can anyone recommend a software program for filing and storing pictures?

It would be nice if the program could create a book folder which you could send to people. A program that allows you to create a book and then send in a stylish form to the recipients. I understand most programs will allow this if the recipients have copies of the software. Is there any media viewing software that allows for more creativity as described in the finished product?

So I am posting for software recommendations for photo viewing software. The project entails scanning about 1000 pictures, backing them up, and then sending them or moving the picture book with a USB drive.
 
Upload the pics to onedrive or google photos.
They can both make picture albums, and sort things.
You can also add effects if you want, and send links to the albums as well.
