There are software and hardware sections of forums, but only the Hardward sections has a forum for "Computer Help".

That leaves threads for help on software issues to either be put in the Hardware computer help forum, or into one of the general topic software forums.

Should there be a "Software Help" forum? Or a Computer Help forum for both HW and SW? Or is it intended that SW forums are for both general topics and help topics?

No it wasn't. The Programming forum is there for people to ask questions about Programming software.

If you have questions about software, use the other categories.
