Software for taking notes in the margins of a PDF?

At work I have to read white papers and take notes and then share those notes with other people. Seems like Adobe reader allows me to highlight text and write "comments" in comment boxes, but it's not that easy to see the comment boxes since they automatically are collapsed. Are there any other goods applications that allow basic note taking right onto the PDF?
 
Personally, I'd use Office 2013 for this. It can natively work with PDFs and OneNote is an application pretty much designed around the exact concept you're describing.
