Software for streaming media?

If I'm trying to watch something over a 1.5mb/s download connection (cable), and it is a 700mb VCD, is there a way to easily do this? I tried it in InterWIN DVD Player, but it kept getting choppy.

The only limiting d/l factor is my cable connection; the providing connection is very fast.

There is no such thing as a streaming VCD. Just Save the file As... or copy it locally if it's on a networked drive of some sort...

I know that you can use programs to better stream MPEGs (I've used one with replayTV, forget the name of it right now though). 700mb over a cable modem is too slow to copy the entire thing over, then watch it; DVD software doesn't have buffering, so it plays it like crap.
