software for sketching up a website

Is there any software that is suitable for sketching up a website so as to experiment with layout, images and color etc. Preferably something that works on a Mac as well as Windows.

* Design a website in a WYSIWYG GUI?
* Design a website in an IDE?
* Play with CSS on an existing site?
