Software for changing CPU fan speed

Hey everyone. I just installed a new HSF in a P4 2.4ghz computer, and I'm wondering if there is some software for Windows XP that will let me control the CPU fan speed. I have a Foxconn mobo, and it doesn't seem to let me change it in any of the software bundled with it (or in the BIOS). It's a heatsink for a 1U P4 system in my MicroATX tower, so it's running at about 7000+ RPM which is really loud and annoying. I've tried software called Speedfan that I found through a google search, but it doesn't seem to change the speeds at all.

Any suggestions?

Question:

Why would you wish to control the speed of the CPU fan?
What are the benifits of not having it run at full speed?

Noise. It wasn't designed to run in a microATX case, but a 1U rackmount case. It's running a minimum of 7000RPM and it's much too loud.

Not 'pwned'. I've just tried it, and it doesn't seem to work with my mobo, so I was curious if there was anything else that would do it.
