software control for 80mm fan

I put an 80mm intake fan on the side of my case, plugged the 3 pin connector directly into the mobo. Asus monitor program reads right around 3000 rpm on this little thing and I absolutely believe it. This thing is loud, between this the 80mm exhaust the 80mm cpu and the single fan on my xfx 6870 (not too mention the psu) my pc sounds like I should be anchoring to the floor to keep it from lifting off. Is there a decent program that will allow me to tone this thing down? I tried speed fan but that didnt seem to have any effect at all.
