iI have a board that appears to be getting power just fine but the soft power won't boot it! Is there another method of booting the machine that I don't know of?

The switch is probably not your problem. You could try reseating everything (memory, cpu, cards) and checking all jumpers. Don't assume that the jumpers are in the right place if it's new. Make sure the CPU is supported - you didn't mention if this was a new build but I'm assuming it is. Finally, try booting with an older CPU if the bios support is unknown.

It would help if you listed your specs.

Is this a new build, or a replacement board in an existing build, or what?

Does everything work if you test it outside the case?

If you come to the conclusion that there really is something wrong with the case's power button, you can short circuit the power button leads on the motherboard with the end of a screwdriver to see if the PC powers up. My guess is that isn't the real problem.

it is an existing build, no new parts- I reseeded the components, tried with no CD/DVD attached, no HD etc, one stick of ram, none etc. No post...it just seems like the switch is not working to be honest. Jumpers are in the right spot...

Use something metal to connect the two posts that the power switch is plugged into. I'm not sure that "posts" is the correct word here, but the power switch just connects those two metal posts that it is plugged into on the motherboard. I use a screwdriver sometimes when the system is out of the case with no switch.

Just touch them together for a half second and it should fire up.
