Socket AM4, smaller than Noctura D15, bigger than a 212EVO, and full contact w/cpu

So I have the D15 on there, but it really does not fit the case, and I could not even get both fans on. Th 212 EVO does not cool well enough. So I got a Arctic Freezer extreme rev 2 and it looked good on paper, but when it came, the contact plate does not entirely cover the CPU, and its 75c at full load STOCK.

So what the best air cooler smaller than the D15, and won't break the bank ?
 
Well, I just found the AM4 bracket for the Coolermaster 612 v.2, and I love that cooler, so I ordered that.
 
I've got a Thermalright True Spirit 140 direct, cost was around $40 (or cheaper). NH D15 was too tall - using on test bench right now.
