So will Google's fiber optic network

become the thing that saves the day from the regulated internet? Seems Google is almost in a position to offer itself as an ISP. Or maybe I am completely wrong and only pipe dreaming?

Google fiber is long haul so it can't replace the telecos monoploy on the long haul.

They are not interested in being an ISP!!

Well they are buying the fiber for SOME reason...

As others have pointed out, they probably would be more backbone if anything than ISP...which would be good from a net neutrality perspective, actually, as the backbone people are the ones who would probably be doing the tiering.

maybe thats their goal, not a normal isp, but a free isp
