Does he take the tag off when he leaves it? If so, REPO. Otherwise, go to security and report a suspicious vehicle with tag # [whatever] parked illegally and you'd like to know who's it is. You might get a name. Make something up. When they look, just tell them the car was there but it isn't anymore.

The repoman only knows to look where he is told to look. Why risk damaging someone else's property or grabbing the wrong car?
