In response to the OP's partisan motivated query, the answer is pretty simple: there has never been enough votes because too many dems support it. However, this is the roll call from the last House vote taken:

54 Dems/196 reps vote "yes" to renew it.
122 Dems/31 reps vote "no."
The good news is that, contrary to the "they'll never give up power" argument, the no's have grown with each successive vote over the years. One thing is also pretty clear from this: if you really want the Act repealed, the dems are a much better bet.
