Well, the front end for the forums is a completely different server for subscribers, so it'd depend on exactly where the ban filters are put into place. They do access the same database for the content though. If the filter goes into place before you can even log in, or if the login automatically checks the IP, then it may not be easy to change that.
AOL's bring your own access service is now 14.95 a month in the US as well, compared to 21.95 for the full service. Really quite too much just to be able to use AOL's email while also paying another ISP. UK people already get raped on phone charges and stuff to use the Net.
