Yes, they block Port 80. Yes, hosting FTP/HTTP is against the terms of service.

As far as the dynamic IP, just get a dynamic DNS service (like no-ip.com) and get your own domain name to use instead of the IP.

I love mine. Zero problems since it was installed.
