They counted towards your postcount earlier today, but Zuni disabled that for obvious reasons.

Use the drop down menu to pick it. Since you haven't posted in there it will look like nothing is there. Look towards the top and pick, New Topic.

Make the topic and you can pick the users you want to allow to post in it.

You need to edit it to add users that have permission to view it. It is an option when creating or editting a topic.
