I listed an item up for $1250 minimum bid, $2k buyout. In it are very detailed instructions that I ONLY accept paypal cash. I get some private messages from someone in Brazil and I immediately think scam. The fact that the person happens to ask how they can pay even after it's explicitly stated multiple times in my auction makes me even more wary. Well, today they bought it, using none other than PayPal credit. I responded that I only accept paypal cash, and I'm willing to give them a few hours.

What I want to know is, if they do not pay me with paypal cash, what's the best way to handle this with ebay. Because of the price value of this item, it's kind of expensive to relist, etc etc. Any advice would be great. Thanks!

I believe you normally file a non paying bidder claim and they let you relist.

How is the best way to handle it? You take the Paypal credit. If it is not a confirmed shipping address listed, you don't send it.

Otherwise, you're violating eBay's TOS by not taking Paypal credit.

If it's an international address to ship to, he doesn't have to send.
If it's an unconfirmed address, he doesn't have to send.

Just because it is Paypal credit is not a reason to terminate the deal based on eBay's TOS. He said he doesn't want to take a hit on all the eBay fees. Well that's his only way out before taking a hit on them, is to hope it's going to be sent to an unconfirmed address.

Because Ebay no longer gives you an "out" allowing you to take bank-funded paypal and not CC-funded paypal.

But you do not have to send to an unconfirmed address, and the chances it is a confirmed address are very low.

It's an unconfirmed address from Brazil so I denied the payment. The buyer is inquiring on how to make a cash payment. Maybe this will go through. Otherwise I'll be a sad panda :(

If you want to receive a cash payment, use Western Union. Contrary to popular belief, Western Union is extremely safe for deals if, and only if, you ship after you go to the location and have the cash in your hands. Just because he sent a fake WU e-mail is no reason to believe him; go to your branch and pick up the money before shipping.
