I think it was in Cleveland that the largest residential property owner is now some German bank, due to mortgage defaults. They are not maintaining the houses or even checking on them though, and they are being vandalized, scavenged for copper pipe, et cetera. They said the city of Cleveland is now suing the bank for owning "nuisance properties."

I think this was on The Wall Street Journal This Morning, if I recall correctly.
