So what are the mortgage options for a first time homebuyer in souther CA?

i hear different stories ranging from being able to get a mortgage about 1.5 times your income up to 10 times your income.

What are the different plans available? And how much of a mortgage can I really get? Assuming that I have no debts except for school loans, which is about $190/mth.
