Thing with Chinese surname is that English spelling is all over the place. Because in Taiwan they use one system, mainland uses another and HK uses Cantonese. For example, #13 on that wiki list is Zhu. In Taiwan that would be Chu. In HK, Gee.
I imagine they counted it in written Chinese, otherwise it can get really confusing.
