Yes and No.

I don't remember the ads, nor did I pay much attention.

I actually commented to my g/f, "I thought Nascar was predominately in rural america" as I smoked past him...
 
They are called car wraps. Often times it is a company car, but there are (or used to be) companies that pay people to have their cars wrapped. There are a number of conditions on the agreement such as:

1. new car
2. minimum number of miles driven per week
3. you have to wash the car every week
4. etc...

It can pretty much pay for your car payment.

What I've been seeing is large delivery-type trucks driving on the busy roads with changing ads on the sides and back. The ads flip around every 10 seconds or so.

I just saw a couple these outside DC and it was very distracting.

I've seen a few of the red bull ones.

Also so a guy with a car that had a projector on the roof. He'd park for a while and display the advert up on a building next to the car.
