Simply not true. It is possible that part of the meal was prepared but something like a side item was not yet ready. You also have situations where one person's meal was ready before other people at the same table.

I don't expect to get a tip for doing my job...why does everyone else seem to expect a tip? Servers, maids, paperboy, mailman, garbage men, hair cutters, dog groomers, etc...while I have NO problem tipping for good service, (servers, haircutters, maids, and paperboy) this country has gone tipping crazy. It used to be that 15% was considered to be a good tip. Not anymore. they want 20% as the starting point nowdays...
Fortunately, I live in Kahleeforneeya, where they make the full minimum wage (currently $6.75...heading for $8.00)+ tips instead of the $2.13+ tips, like most of the country, so those folks can still earn some kind of liveable money. (no, I don't think minimum wage is liveable ANYWHERE, but their starting pay is higher before tips)
The point is still that the OP got crappy service, and the waitress did not deserve a decent tip.

I don't know what you do for a living. For many of these people, since they have the opportunity for tips, their jobs are not subject to the minimum wage laws.

Not true. ALMOST EVERYONE (except perhaps some sales people and salaried people) is subject to minimum wage laws, HOWEVER, the government in this country has rolled over for the Restaurant owners association (or whatever business group that controls the purse strings) and has said:
"Tipped employees are those who customarily and regularly receive more than $30 a month in tips. Tips actually received by tipped employees may be counted as wages for purposes of the FLSA, but the employer must pay not less than $2.13 an hour in direct wages.
If an employee's tips combined with the employer's direct wages of at least $2.13 an hour do not equal the minimum hourly wage -- $5.15 an hour effective 9/1/97 -- the employer must make up the difference."
