Can it still dial 900 numbers if I have cable internet and I do'nt have a line from my modem to my phone jack?

Umm... think real hard. Not possible unless you have something like Vonage.

Not unless it's intelligent enough to download the appropriate compiling tools to work in conjunction with existing hardware. This would result in out of spec operating condition of certain components causing inductive coupling of your PC's return path (power line for example) to your telco providing wiring. Once the inductive coupling is strong enough that transmitted DTMF information can be perceived by the telco equipment, calls to Bermuda will be made and your telco bill will grow like Bill Clinton's nose!
