So these people move into the townhouse in back of mine last month and they've been pretty good until just recently. They are a 30s ish couple with a small boy and a dog.
But recently this dog has gone nuts barking and howling at all times of the day. For 2 nights last week from 2AM to 6AM this dog has been barking non-stop. My neighbors have been yelling at these people to shut the dog up but nothing has been done about it.
I was away this weekend but when I got back apparently nothing seems to have changed. When the dog started up around 10PM I went over there to talk to them about it. From my house (about 10' away from theirs) I can see that all of their lights are on (from ground floor to the third floor). When I go around the front door, I can see into the house from the clear glass window on the side and can see the TV on. The dog then comes up to the window from the yard so the patio door is open and looks disheveled. I rang and waited 10 minutes but no one came out. It was raining so I decided not to wait any longer and went to CVS to get some earplugs for the long night ahead. When I got back, I rang and waited again but no answer. After bumping into some neighbors and discussing the problem with them I found out they too were really POed about the dog situation.
Later that night around 1AM, the dog starts barking and howling again. This time I call the cops and they tell me they'll investigate. At around 2AM, they come to my place to ask me to point out the house and the dog. Apparently, the residents still didn't answer, the lights are all on along with the TV and the patio door is wide open in a downpour. They tell me they can't legally go inside so I'll have to wait until the morning to get the health inspector to check out the dog. The cops call me later around 3AM to get more information but don't tell me what is going on. I could see them with their flashlights going around the perimeter of the house but not entering.
I'm itching to go home now to see what happened. I wonder what could cause someone to leave their house in a situation like that?
Update:
Ok so I just got back and checked out the place.
Strangely, the dog is now gone but the lights are all still on and the TV is going in the living room.
The patio door is still wide open which is strange because there was a torrential downpour this afternoon.
After talking to some neighbors again, they tell me the people living there are a nice, friendly Russian couple.
I got a couple more of them to call the cops if the dog (if he isn't gone) starts up again.
I think we are going to take rotating shifts calling.

So after arriving home. I decided to take a spin around the house again to see if anything changed.
I notice their hallway fan is on now but can't see anyone. I go back to my house and see the neighbor on his balcony. I go on mine and make some small talk. He asks me if I'm the one who called the police and I told him I was one of the many.
Anyway how, he apologizes and tells me he went on vacation for the week and left the dog at home. Since its normally a calm dog he never expected it to go crazy like it did. Told me it won't happen again.
Sorry no gruesome ending but at least there's closure.
Thank you for your attention. You may now clear the area.
