We hired a lawyer for the closing of our home in Dec 2002. We paid his fee in full then and there. A few months after, we found that the previous owners owed more money with unpaid water bills... our lawyer happily took care of that (with the prev. owners) for us and didn't mention (nor asked for) anything we owed him for his services.

Now, 2 years later, we've come to find the previous owners didn't take care of a permit that expired in 1998, so they should be on the hook for it also. I'm going to contact my lawyer again, but should I expect him to take care of it again without fees ? Would it be considered part of the closing ?

He'll probably charge you. Since liens and faults of title are the only things that are "researched" at closing (generally by Title Company), permit errors/violations normally would not be caught.
