I guess Bush thought that before his 2nd term started, he might actually read this thing called the 'Constitution' that he's vying to hold to a "strict interpretation" and protect from "activist judges". Maybe while he's actually in Washington for once, he can stop by the IRS and read the tax code, then maybe stop by the Office of Management and Budget and take a look at what his spending has done?

I would suggest all members of congress, on both sides of the political fence, read the tenth amendment.
