imo, it's pretty much the same thing...
it just doesn't have all the negative connotations with it...
but it also depends on your definition of "ricing"
to some people, simple wheels and lowered springs (the proper lowered springs) are considered rice...
why? wheels and springs can be both cosmetic and performance oriented if done properly...
to a case mod...
if you define "mod" as overclocking cpu,ram, etc...
that's the same as turbocharging a car....might be bad in the LONG~LONG run, but it does wonders for performance...
as for the other definitions of ricer wings and body kits, lights, fake emblems and stickers...
and case mods of also fake stickers (i've seen a couple), lights, windows and such...
they're all generally cosmetic modifications unless done poorly, and can actually lower performance....
(i.e. using just regular bulbs on cases...upping temp and sucking the little power it does, or 80 pound wing on the back of a FWD car)
and even if those cosmetic mods are done properly...looks are a subjective thing so you won't please everybody...
