cats are allowed to run loose in Manassas.

I must now investigate small cages. Also gotta find some place that doesnt euthanize them right away.

I hate to break it to you but most "no kill" shelters are either too full to accept new animals or aren't actually as no kill as they claim they are.

What was the one recently that was a no-kill but that was only true for the 2% adopted out?

I don't know if this is an option in VA, but some places have what're called TNR (Trap, Neuter, Release) programs for feral cats. I'm too lazy to summarize what they are but google will explain.
