SNMP disabled

On my old modem I could run docsdiag.
My new modem cant run docsdiag because SNMP is disabled
Every D3 modem CV deployed had SNMP disabled from the start.
If SNMP is disabled by the isp would that also stop a router from reading a routers mac #
 
MAC discovery is handled by ARP. If the two routers have interfaces on the same network you really can't do anything to prevent the other router from knowing your MAC address.
