snagging from dvd

i want to snag a picture from a dvd i am watching and then manipulate it like putting someone else's picture in it. What is the best way to snag the photo so i can then edit it?

I think most DVD software like PowerDVD and/or WinDVD allows you to save the current frame to a file. WMP might be able to do the same thing.
 
i have a powerdvd that is oem with my dell and windows media xp
there is no such option on that version of the software
i hate media center and would just rather have a version of powerdvd that let me capture screen shots
