SN41G2 12volt too low?

First off, im very happy with my shuttle. Everything runs fine, and I even OC'd my 2500+ from 1.83GHz to 2GHz, and it runs fine. I downloaded a utility that shows temps and voltages, and it shows my 12volt rail is only 10.5, and my fan speed is too low. I am coming from a Mac Desktop and a PC laptop, and this is my first time building a PC. What should I look for? I already checked all the cables, and they are all snug. What should I do?
