SMS software: Need to send messages to... Cell Phones, Pagers, etc

We are looking for a SMS software package that will allow us to page all of our cell phones and pagers and possibly email people especially in the case of an emergency. Probably 300ish+ pagers, 50ish cell phones (just an estimate). We are currently using Cingular for phones and Verizon for pagers.

Anyone have any experience?
