Smooth scrolling is slow and laggy. Why?

I built two fairly nice gaming computers (A64 3000+ with 1gb HyperX PC3200, 9800 Pro) for a friend of mine, and he gave me some left over parts from an old computer. I built a machine with the left over stuff, and came up with this:

ECS K7S5A
Athlon XP 1900+ (Palomino)
2x512mb generic PC2100 CL2.5
Radeon 7000 64mb AGP 4x
Enlight 300W PSU
IBM 20gb Deathstar
Onboard Sound & NIC, and a junk CD-ROM
Windows XP Pro

XP is fully updated, DX9.0b is installed, the latest SiS AGP driver is installed, and it's running the Catalyst 4.7's. There are no background apps. Only 17 processes are running at the moment.

The computer has been working fine, but I haven't had time to mess with it much, and it has one minor problem. Smooth scrolling in IE isn't so smooth. If I quickly hit the down arrow on the keyboard five times, for example, the computer will have only scrolled down abot 2-3 times by the time I'm done scrolling 5 times...then it will keep scrolling to catch up with me. It's laggy. Some of the five scrolls will speed up a bit, and some will slow down. It never scrolls as fast as it should though.

I don't think an Athlon XP 1900+ with 1gb of RAM should have this problem...I had a Celeron 333 with 256mb of RAM scrolling quicker than this machine last week!

Edit: The Cat. 3.10's do the same thing. I did find that the problem went away when I UNINSTALLED the Catalyst drivers though.

I have almost the same setup for another machine at home. I imagine it's the Cat's then because mine is running fine.

Smooth scrolling is probably the second thing I disable when I do a new install, besides the usuals like Remote Assistance and a system managed swap file.

Yup, I'm also a Smooth Scroll hater. It's near impossible to judge how far you tell it to scroll.

That said, you mention the AGP driver, what about the IDE and other Motherboard drivers?

The only SiS drivers I could find were the AGP and IDE drivers. I read this K7S5A forum and decided to not install the SiS IDE driver though (the Win XP IDE driver is better, just as it was with the nForce 2 for a while).

I don't know why you guys hate smooth scrolling. I remember the first time I saw it, and I thought it was great. I lose my spot (when reading text) on a page if smooth scrolling isn't enabled. I can't stand it being turned off.
