My 2000 Camry failed smog check due to the gas cap. Now the service is charging $25 extra for a new gas cap!

Am I being ripped off? How can a gas cap on a relatively new car fail smog check requirements?
 
Maybe the cap was on crooked? Anyway, $25 for a new cap is pretty expensive. If the cap really is bad, buy a new one yourself for $10.
