Smears and streaks in video image

My video is showing small streaks and smears. Is there any way to determine if this is caused by the monitor or video card without substituting another monitor/card?
 
What kind of card is it? I wouldn't be suprised to see those effects if you're using a Geforce (the MX's are especially bad in the 2D image quality department).
 
I just realized I do have an easy way to test this. I have a networked computer hooked up to the monitor with a kvm. I tried that and have the same problem, so it's the monitor. It is quite old.
