SMART Value

One of my HDD's SMART values dropped to 103 from 110... The value is Spin Up Time...
Should I worry about it...? What is the Spin Up Time for?
I got this reading from Active SMART 2.12
And this is the value I got from SpeedFan... B6D, which is 3900 when converted to Hex value...

The SMART values have different meaning for different vendors. If the value does not fall below the "warn" level, you are OK.
