Question Smart Switch won't open when plugged into USB 3

Windows 10 Professional (x64) Build 18362.449 (1903/May 2019 Update)

I use Smart Switch to back up my android setup to my desktop via USB cable.

Recently, I tried to do so, and when I plugged in the cable to USB 3.0, even though I heard the "beep" acknowledgement that it was recognized, and it started charging, I did not get the pop up asking me what to do, i.e. open up the android folder, etc., which is what I am set up for.

I went to another USB 3.0 port, and the same thing happened.

Then I plugged into a USB 2.0 port, and got the pop up window that should have happen in the first place, and the confirmation window on my phone to allow the transfer of files, etc.

I can't be sure, but this seems to have happened after the latest Windows update.

I ran SFC and DISM, but bo problems discovered.

In my device manage I have 2 entries that both look like this
