Smallest "HTPC" For Flash?

I am entertaining the idea of a "HTPC" of sorts for a project.

Needs/Wants:
-Watch Flash based videos from a browser on older TVs (sites like cucirca, tubeme, etc)
-Occasionally watch DVD/Blu-Ray rips
-Analog video out for older TVs laying around
-Analog audio out (RCA preferred)
-Wifi internet connection
-Smaller, the better
-Cheaper, the better
-More transportable, the better


Equipment:
-Currently use laptop for this use
-Have spare C2D, ATX sized mobo, video card, 2 Gig Ram, etc not being used

I looked at the Raspberry Pi, Chromecast, barebone mini PC's, Wii, and Android PC-on-a-stick. Nothing seems to be an ideal solution at this point since I am trying to connect to older TV tech. I think I missed the boat on old Socket 775 mini PC cases.

I have no OS preferences. I am willing to try a custom PC case build if need be.

Anyone care to give me any suggestions or pointers?
