Smallest case that will fit any micro ATX motherboard

I'm looking for something that is one of the smallest cases that a micro ATX motherboard will fit in. I also want the case to be good for passive cooling. I'm looking for just a bare case like this. Not one that comes with a power supply as I'm looking for the lowest price possible on a very small case that's good for passive cooling.

Any ideas or suggestions
 
Note that many mATX cases use custom PSU's, others use standard PSUs but in a different smaller size than a standard ATX PSU.

Also, many smaller mATX cases only accept half-height card brackets for the PCI/AGP slots.

Cooler Master makes mATX cases (tower and desktop) that take full-size ATX PSUs and full-height card slots, but those cases are nowhere near the smallest.

Actually if the mATX case came with a custom PSU that is fanless, then that would be great. I just said without a PSU because chances are the PSU most mATX cases come with is not passive. I don't have any need for the case to fit full height PCI and AGP cards. I only plan to use a couple of half height PCI cards at most.

Thanks for the advice. But I don't need one that will accept full height expansion cards. I only plan to use 2 half height expansion cards and no full height expansion cards.
